Then look at the connection. TikTok's location help page says it uses location information to recommend content, and that with Location Services off it still estimates your approximate location from your SIM card region, IP address and device system settings. It does not publish how that location affects who sees your videos. What you control is consistency: an account that uploads from a rented server in Frankfurt one hour and a different one in Singapore the next gives TikTok a location that keeps changing.
