Why Hong Kong cannot use ChatGPT directly

What happens when you use a VPN
A VPN makes your connection appear in another country. With a regular VPN, that address belongs to a data center and is shared by many customers at once. Ownership of IP ranges is public, so any service can see that the address is a server, and a busy shared address stands out because so many accounts arrive from it.
